We are looking for an Integrated Logistics Support Specialist to support the United States Space Force (USSF) UHF Narrowband Division (formerly known as PMW 146). Qualified candidates will provide Integrated Logistics (ILS) Management Support and expertise for programs/projects in the sustainment phase of the program’s acquisition lifecycle. Position is contingent upon contract award and is located in San Diego, CA.

Overview The Integrated Logistics Support Specialist shall provide administrative/technical support services to assist the PMW 146 Product Support Manager (PSM) in providing overall product/logistics support.

Responsibilities:

  • Determine and/or evaluate the ILS impacts associated with proposed and/or approved MUOS configuration changes and oversee the implementation of ILS updates necessary to support the fielding of those changes.
  • Oversee and manage all MUOS ILS SME assigned Information Technology Service Management (ITSM) classified and unclassified incidents to resolution/closure.
  • Update, validate, and distribute MUOS logistics-related technical documentation (Level of Repair Analysis (LORA), Job Description Task Analysis (JDTA), spares planning and provisioning, etc.), training conduct/support materials, Computer Based Training (CBT), Interactive Electronic Technical Manuals (IETM), User’s Logistics Support Summaries (ULSS), Help Desk Concept of Operations (CONOPS), and ITSM User Guides to the affected users/stakeholders.
  • Review and provide comments on MUOS ILS-related CDRL deliverable data (provide input to the PSM).
  • Attend and support MUOS program ILS related meetings, which may require travel identified in PWS
  • Develop, update and employ studies, plans, reports and analyses such as Performance Based Logistics (PBL) Business Case Analysis (BCA), performance agreements, Depot Source of Repair (DSOR) agreements, and Property Management and supply chain management strategies necessary to ensure system readiness while controlling cost.
  • Provide Sustaining Engineering that includes collection, evaluation, and measurement of all service use and maintenance data and development of system Reliability, Maintainability and Availability metrics reports to the PSM. This involves analysis of safety hazards, failure causes, effects, and trends, measurement of mean logistics delay time (MLDT) and mean time to repair (MTTR) and the consequential impact on system reliability and maintainability, and developing solutions to improve overall system readiness.
  • Participate in root cause analysis of in-service issues and recommend solutions, oversee and participate in parts obsolescence and resolution activities, and recommend system design changes to improve reliability and control cost.
  • Capture ILS related action items and track and manage them to resolution, support Command data call responses, and provide logistics support necessary to enable Fleet Readiness Control Board (FRCB) approvals.
  • Support MUOS training events as required.

Requirements:
  • High School Diploma or equivalent with at least 5 years DOD Acquisition experience to include ILS acquisition experience supporting Navy shore/afloat and/or USAF space systems.
  • Be able to create an Integrated Master Schedule to support a DOD Acquisition ILS team
  • Required to understand Risk Management and monitor ILS risks associated with an ACAT1D Satellite and Ground system program.
  • Demonstrates initiative, required very little supervision
  • Extremely familiar with DOD Acquisition process and policies, satellite program acquisition experience desired
  • The position requires a current DoD Secret Security Clearance.
