GENERAL DESCRIPTION: Episcopal Community Services (ECS) Facilities Manager is a full-time exempt position reporting to the Chief Financial Officer/Chief Administrative Officer responsible for developing and implementing a strategic property management plan for ECS designed to maximize the quality of the facilities leased by the Agency while minimizing the costs associated with leasing and maintaining them. The Facilities Manager will provide supervision and direction to the Facilities Specialist, Maintenance Staff and Receptionist.

ESSENTIAL FUNCTIONS:

1. Develop and maintain systems for monitoring and managing all lease, service and utility contracts associated with ECS leased and owned properties.

2. Negotiate all lease, service, and utility contracts for ECS facilities and conduct regular market analysis to determine fair market value of rental properties in communities served by ECS.

3. Develop Agency-wide facility quality standards that comply with funding contract requirements and regulations and Agency’s Injury and Illness Prevention Program (IIPP) and strategic plans for facility quality.

4. Develop and implement system to conduct routine inspections of sites to ensure compliance with program regulations and the maintenance of Agency quality standards and IIPP.

5. In collaboration with ECS leadership, develop an overall strategic plan for increasing the quality of ECS facilities and develop policies and procedures for achieving the Agency's strategic facilities goals.

6. Maintain data on all sites including square footage of leased space and assist the finance department in budgeting based on square footage.

7. Act as the primary contact for landlords and vendors providing facilities related services to ECS.

8. Monitor contractor and vendor performance needs and services. Inspect the work of contractors and employees for conformance to schedules, plans and specifications.

9. Develop and maintain good working relationships with all landlords and vendors providing facilities related services to ECS.

10. Create policies and procedures for the development of an "approved vendor list" and create, promulgate, maintain, and update the approved vendor list.

11. Collect information on the quality of repairs and maintenance performed by vendors and make recommendations regarding which vendors to include and which to exclude from the approved vendors list.

12. Lead program management and administrative staff in contracting for and executing repairs and maintenance projects, relocation, etc. that require compliance with federal procurement procedures and in accordance with OSHA, federal, state, local and Head Start standards and requirements.

13. Manage a wide array of facility related responsibilities for 20 sites including Janitorial Services, Pest Control, Security Alarms, Shredding and Storage Services, etc. (Installs, repairs, and 24/7 on call).

14. Manage the Facility Department Budget.

15. Oversee Facilities Helpdesk Maintenance Ticket System.

EDUCATION & EXPERIENCE :

1. Bachelor's Degree in Business Administration or a related field.

2. A minimum of 3-5 years of documented success in property/facilities management preferable in a Head Start and/or social service environment.

3. A minimum of 3 years of supervisory experience, preferably in a union environment.

4. Excellent written and verbal communications skills and experience in negotiating leases and facilities related contracts.

5. Experience working with a maintenance ticket system.

6. Proficient in Microsoft Office -Word, Excel, Access, and Outlook.

7. Thorough understanding and support of the organization’s Mission and Core Values.

OTHER/SPECIAL: Ability to pass a physical examination, tuberculin skin and drug/alcohol test. Fingerprint clearance, criminal check and exclusion/debarment required. Verification of current driver’s license and automobile insurance required for personal car usage.
