The consultant shall work closely with staff and other consultants, including developers, business analysts, database administrators to lead the application design, development, integration, testing, and deployment of the scheduling system. The Department requires that this applications be architected to ensure stability, responsiveness, and security in addition to adding features to capture additional activities and automate and streamline interfacing with other systems. The consultant’s work shall meet deadlines and must adhere to approved software and utilities. No freeware or outside non-standard tools shall be used unless directly approved.The consultant shall work with the existing standard tools and procedures developed internally. The consultant shall use Microsoft Visual Studio 2013 or higher, Windows Communications Foundation (WCF), Extensible Markup Language (XML) Web Services, Windows Services, ASP.NET, MVC, C# .NET 4.0 or greater, HTML4+, CSS and Javascript. The consultant shall use Microsoft SQL Server 2012 or higher, including (but not limited to) the following technologies: SQL data modeling, index optimization, stored procedure writing, and optimizing with SQL Server profiler. Data migration from earlier versions of SQL may be required and knowledge of replication and reporting strategies is required. The consultant will work on a team and use Team Foundation Software extensively to manage code changes.
