Job Description

PROJECT ASSISTANT

SUMMARY OF RESPONSIBILITIES:

The Project Assistant will provide support to the Director of Projects, Senior Project Manager, and/or Project Manager on matters related to project delivery and funding for transportation projects in Solano County. The Project Assistant will prepare documents and coordinate with local, regional, State and Federal transportation agencies to program transportation funding and monitor transportation projects to ensure timely and successful delivery of projects.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

Assists the Director of Projects and senior staff in the delivery of transportation projects.

Participates on regional and local committees along with other partners, such as Caltrans, Metropolitan Transportation Commission (MTC), cities and other agencies to ensure timely delivery of STA projects.

Reviews funding opportunities and provides project summaries to various groups and committees including the STA Board and the Technical Advisory Committee (TAC).

Attends and coordinates and/or provides staff support to events, public hearings, and committees including STA board, city, county and regional meetings.

Compiles, develops and updates various transportation data, reports and maps.

Assists in the development of a standardized geographical information system as needed.

Assists in the research and preparation of grant applications for various federal, state, and regional funding including grants for projects and programs within Solano County.

Assists STA staff in interacting with the public (developers, engineers, architects, contractors, home owners, neighbors, and concerned citizens) in Solano County.

Prepares reports, analyses, agenda items, and documents to ensure project funding program and delivery deadline compliance and requirements.

Assists staff with the organization and coordination of the Solano Project Delivery Working Group and responsible for maintaining a transportation project monitoring program.

Assists member agencies with project delivery funding procedures of funding agencies, such as the MTC and Caltrans.

Attends regional meetings at Caltrans and MTC to monitor policy and procedure changes and summarizes the effects on member agencies.

Collaborates with the other STA departments to program funding for approved projects.

Manages project grant revenues and other revenues including compliance with grant agreements.

Prepares Authorization Requests and other required documents for projects receiving State and/or Federal revenues.

Assists staff with maintaining necessary records of project operations.

Provides support and prepares presentations for Board meetings, Technical Advisory Committee (TAC) meetings, Inter-City Transit Consortium meetings and other meetings, as needed.

QUALIFICATION REQUIREMENTS:

Given the issues and priorities facing the STA, the Project Assistant must be a motivated self-starter with excellent organizational and communication skills, have a positive attitude, and be a flexible team player who enjoys a fast-paced and challenging environment.

EDUCATION and/or EXPERIENCE:

This position requires a four-year college degree in transportation planning, geography, public administration, business administration, management, marketing, and or a related field. A typical way to obtain the required knowledge, skills and abilities would be a minimum two years of relevant experience in an entry level or intern position in transit or transportation operations and/or any combination of education and experience that would provide the required knowledge and abilities is qualifying.

Job Description

ASSISTANT PROJECT MANAGER

With supervision from the Director for Projects, the Senior Project Manager and the Project Manager, the incumbent will prepare documents and coordinate with local, regional, State and Federal transportation agencies to program transportation funding and to ensure timely and successful delivery of projects.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

Assist the Director of Projects, the Senior Project Manager and Project Manager in project planning, design, and delivery of projects

Assist Senior Project Manager to coordinate with Caltrans, MTC, and local agencies to ensure timely delivery of STA projects

Assist STA staff in interacting with the public (developers, engineers, architects, contractors, home owners, neighbors, and concerned citizens), Solano County and cities staff

Prepare reports, analyses, agenda items, and documents to ensure project compliance and requirements

Organize and coordinate the Solano Project Delivery Working Group as the key STA staff member.

Create and maintain a transportation project monitoring program in coordination with the Solano Project Delivery Working Group.

Assist member agencies with project delivery funding procedures of funding agencies, such as the Metropolitan Transportation Commission and Caltrans District 4.

Collaborate with the STA planning department to program funding for approved projects.

Manage project grant revenues and other revenues including compliance with grant agreements.

Prepare Authorization Requests and other required documents for projects receiving State and/or Federal revenues.

Assist the Senior Project Manager with maintaining necessary records of project operations;

Provide support and prepare presentations for Board meetings, Technical Advisory Committee (TAC) meetings, InterCity Transit Consortium meetings and other meetings, as needed.

INFORMATION FOR BOTH CLASSIFICATIONS

PHYSICAL DEMANDS: While performing this job, the employee is regularly required to sit for extended periods of time; may require walking for short periods; may require occasional bending, stretching, reaching, twisting, kneeling, squatting, and extension of the arms; reach at and above shoulder level; generally inside work with occasional outside work with exposure to weather, odors, dust and pollen; lifting and/or carrying of light to moderate equipment/supplies; hand and finger dexterity sufficient to operate computer keyboard for extended periods of time. Able to travel to and function at scheduled external meetings and events as well as work variable hours on occasion (evenings and weekends). Able to lift 20 pounds, drive a van and handle event equipment.

DRIVING REQUIREMENTS: Driving of personal and STA vehicles is necessary as many meetings and other job-related activities will be out of the STA offices. Use of a personal vehicle is reimbursed in accordance with IRS mileage regulations. Proof of insurance of personal vehicles is required and must be maintained during employment with STA. The hire for this position must have a valid California Class C driver’s license and have a satisfactory driving record such that the employee is eligible for coverage by STA’s insurers. All new hires will be subject to an initial DMV “pull notice” check and, following employment, annually thereafter.
