Salary Range: $5,209 - $6,330 per month Benefits include CalPERS retirement, deferred compensation, paid health, dental, vision, and life insurance. Holidays, Vacation (10 days per year), and Sick Leave (12 days per year)

Tentative Oral Interview: Week of January 6, 2025
IDEAL CANDIDATE: Given the issues and priorities facing the STA, the Accounting Technician must be a motivated self-starter with excellent customer service, organizational, and communication skills, a flexible team player with a positive attitude who enjoys a fast-paced and challenging environment.
SUMMARY OF RESPONSIBILITIES: The Accounting Technician is responsible for the preparation, maintenance, and review of accounts payable and accounts receivable for programs and projects administered through the Solano Transportation Authority (STA). In addition, the Accounting Technician assists the Accounting and Administrative Manager in technical support work for the Authority in all areas of accounting that also include payroll processing, general ledger transactions, and other related work as assigned.
ESSENTIAL DUTIES AND RESPONSIBILITIES:
Accounts Payable Processing:
Receive emails or verbal purchase request/quotes from department staff for goods/services.
Ensure transactions approved comply with the Procurement Policies and have budget allocation.
Receive and download daily invoices from vendors and consultants.
Prepare Purchase Order Requests (POR); ensure receipt of goods/services by comparing invoices to purchase orders/contracts.

Verify accuracy of invoices; record transactions in the database and prepare POR batch submittal for payment.
Ensure approvals for payment processing to consultant contracts.
Enter invoices, issue checks and reconcile to the STA’s MIP System and Munis Accounting System.
Maintain accounts payable disbursements file system.
Maintain Prepaid Clipper Card Inventory for the Program Department.
Maintain Local Preference Matrix.
Accounts Receivable and Cash Receipts Processing:
Record Accounts Receivable in the database from the reimbursement billings generated for the different funding sources.
Prepare bank deposit and deposit checks the same day.
Receive and deposit daily farebox from Micro Transit Programs.
Reconcile checks entered into the accounts receivables database.
Maintain cash receipts and accounts receivable files.
Reconcile Petty Cash.
Payroll Processing:
Review timesheets for accuracy, including dates, vacation, and sick leave availability, leave slips submittals, and other required supporting documentation.
Generate ad-hoc payroll queries and reports; and maintain the payroll files.
Provide primary support to the Accounting & Administrative Services Manager and other staff:
Assist during program monitoring and funding source compliance audits.
Assist in the preparation for the preliminary and regular annual audit.
Recommend improved methods or innovations of Accounts Payable and Receivables Processing, Procurement Processing, and Payroll Processing that could enhance and emphasize improvement to the internal control process.
Maintain fixed assets inventory listing including surplus office equipment.
Assists in scheduling and coordinating office equipment maintenance and repairs; and
Other tasks and duties as assigned or deemed necessary in STA’s operation.
QUALIFICATION REQUIREMENTS: To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. The requirements listed are representative of the knowledge, skill, and/or ability required.
EDUCATION and/or EXPERIENCE: Any combination of education and experience that would likely provide the required knowledge and abilities listed below is qualifying. This position requires an associate degree in finance or accounting or college level accounting education from an accredited college or university with major course work in accounting, finance, or a closely related field. Must have a minimum of two (2) or more years progressive financial experience, preferably in a public or municipal accounting organization.
KNOWLEDGE AND SKILLS: In addition to the experience and education described above, the position requires:
Knowledge of general accounting principles and practices, auditing, fiscal management, and fund accounting.

PHYSICAL DEMANDS: While performing this job, the employee is regularly required to sit for extended periods of time; may require walking for short periods; may require occasional bending, stretching, reaching, twisting, kneeling, squatting, and extension of the arms; reach at and above shoulder level; generally inside work with occasional outside work with exposure to weather, odors, dust and pollen; lifting and/or carrying of light to moderate equipment/supplies; hand and finger dexterity sufficient to operate computer keyboard for extended periods of time. This classification also emphasizes speech, hearing and vision; ability to see well enough to read handwritten and typed documents and view computer monitors for extended periods of time; ability to hear well enough to communicate on the telephone and in person over office noise; ability to speak well enough to be easily understood over the telephone and in public meetings; ability to comprehend at the level required for the job. The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this position. Able to travel to and function at scheduled external meetings and events as well as work variable hours on occasion (evenings and weekends). Able to lift 20 pounds, drive a van and handle event equipment.
DRIVING REQUIREMENTS: Driving of personal and STA vehicles is necessary as many meetings and other job-related activities will be out of the STA offices. Use of a personal vehicle is reimbursed in accordance with IRS mileage regulations. Proof of insurance of personal vehicles is required and must be maintained during employment with STA. The hire for this position must have a valid California Class C driver’s license and have a satisfactory driving record such that the employee is eligible for coverage by STA’s insurers. All new hires will be subject to an initial DMV “pull notice” check and following employment, annually thereafter.
