Java Developer

The Office of Finance is looking for an experienced JAVA programmer to assist in providing ongoing technical support as well as providing technical expertise interpreting the business rules encoded in the JAVA language in support of the ongoing system maintenance and enhancements work being performed by an external IT services vendor. This individual would also provide key input into the planned migration of this system environment from an internally hosted solution to a cloud-based architecture. This migration may entail the need for architecture changes in the system design, potential migration of system data and processes to a new database management environment, and changes in programming code and other system objects required for operation in the updated technical architecture.In addition to the analysis and remediation work on the existing JAVA codebase this position will be required to perform the following tasks:

• Troubleshooting and providing support with system issues caused by program bugs and abends by analyzing program code, traces and data.
• Providing recommendations on system changes to prevent reliability issues resulting in abends or other system faults to provide a stable production environment.
• Reviewing program code and preparing documentation to assist both contract and technical staff in performing on-going production support.

• Technical knowledge of how object-oriented code objects fit together, and how to walk through the code to go from observed event to responsible code
• Java, CORBA and JSP coding skills including debugging
• PL/SQL coding skills, including Stored Procedures
• Understanding of, and ability to troubleshoot, multi-user JAVA systems implemented in a Spring Framework
• Experience and understanding of the technical platform considerations and system architecture designs necessary for implementation of systems in cloud-based environments
• Experience in interpreting and writing unit test plans for code deliveries
• Experience in doing analysis, and documenting both technical and design specs
• Ability to communicate well with expert and non-expert end-users of the system to discuss changes, fixes, standards, and joint troubleshooting.

• Experience with tax and permit revenue systems and especially system derivations of Unisys UTAX
• Experience with complex multi-user information systems serving both internal staff and external web-based customers
