POSITION SUMMARY: Provides leadership and is responsible for the management of the operations of the Tribal Government. Demonstrates high personal standards of integrity, professionalism, dedication and performance. Provides strong innovative leadership to organizational development, business activities and operational activities to create productive work environments and positive results. Responsible for providing motivation and positive morale among staff. Works with all department managers and directors to produce the best service delivery and quality product/services for members.

ESSENTIAL DUTIES AND RESPONSIBILITIES include the following:

Guides team members to follow the mission and vision statements of the tribe.

Reports to the Tribal Council and works closely with all departments to ensure successful operations.

Provides a secure environment and safeguards assets within the Tribe.

Provides leadership in overseeing activities of the Tribe.

Responsible for the compliance with all federal and tribal laws and regulatory requirements.

Assists in the development of short and long term goals and objectives for the Tribe.

Assists in the annual forecasting and budgeting process.

Responsible for the analysis of Tribal operations to ensure maximum efficiency.

Responsible for the overall maintenance and cleanliness of the entire operation.

Coordinates activities with departments to ensure service delivery satisfaction and operational efficiency.

Ensures the interior and exterior surroundings of tribal facilities and enterprises are safe, clean and professionally presented.

Purchases or authorizes the purchase of necessary supplies.

Oversees preventive maintenance procedures and sanitary housekeeping techniques.

Assists managers and directors in the selection of vendors.

Supervises, monitors and controls operations to successfully achieve a cost effective Tribal Operation.

Maintains current information on laws and regulations affecting the operations of the Tribe.

Understands and adheres to all departmental policies and procedures manuals.

Assists in the implementation and enforcement of policies & procedures manuals, handbooks and employee job descriptions for all areas of operations.

Assists in the implementation, enforcement revisions of departmental policies and procedures.

Responsible for the development and implementation of service standards and employee training and developmental goals

Oversees the development, design and implementation of on-going integrated training and development programs for all staff members.

Streamlines activities to improve and optimize operational efficiency.

Oversees the Human Resources functions which include staff recruitment, supervision, evaluation and discipline.

Oversees recruitment and training of tribal members consistent with the Community’s and Native American preference guidelines.

Conducts staff meetings of operations personnel or confers with subordinate personnel to discuss operational problems or explain procedural changes or practices.

Grant and contract management, compliance and grant writing.

Other duties may be assigned.

AUTHORITY/SUPERVISORY RESPONSIBILITIES: Position has direct responsibility for and is reported to by Director level employees of the Tribal Government. Position is responsible for the overall effectiveness of direct report subordinates and the achievements of all objectives assigned. Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws. Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.

Specific Supervisory Responsibilities

Leadership: Positive Environment: Employee morale, Community relations, Safe and secure operation Tribal Member satisfaction. Manage the Tribal Council relationship.

Facilitate Tribal Council Effectiveness: Budget plan buy-in, Bottom line, Operational sustainability and efficiency and grant and contract compliance.

Direct Report Effectiveness: Tribal Government Directors, HR Director Effectiveness- Human Resources (HR mission statement & Achieve community hiring and retention goals)

Strategic Planning: Forecasting, Plan fit, Short and long term planning

Development of non-gaming enterprises: On time/under budget delivery of projects

QUALIFICATIONS: To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. The requirements listed below are representative of the knowledge, skill, and/or ability required.

EDUCATION/EXPERIENCE:

Bachelor’s Degree in Tribal Governance, Public Affairs, Native American Studies or Business Administration from an accredited college or university is required.

OR equivalent combination of education and experience (Equivalent- two (2) year’s direct related experience to one (1) year of education).

Five (5) years experience in Tribal Operations required.

Three (3) years supervisory experience required.

CERTIFICATES, LICENSES, REGISTRATIONS:

Shall possess a valid driver's license and be insurable by agencies insurance.

Must provide or obtain CPR & First Aide certification within three (3) months of hire.
