The City’s enterprise-wide information technology is centralized into the Information Technology Services department. Technology professionals with the City work on critical systems supporting the enterprise, and providing services to Phoenix residents and businesses. Our business is in the City of Phoenix, which means the work our IT professionals do helps to improve lives of residents, businesses, and visitors to Phoenix. The City of Phoenix currently has a vacancy for a Cybersecurity Analyst – Lead User Technology Specialist to join the Information Security and Privacy Office (ISPO) Division, in the Information Technology Services Department. The ISPO Division provides strategic oversight, direction, and coordination for the city of Phoenix’s information security and privacy programs.

This position will report to the Cyber Strategy and Planning Manager (CSPM) whose section is responsible for assisting the Chief Information Security Officer (CISO) with the development and execution of the cyber strategy; policy planning and design; security training and education; and security metrics and reporting across the enterprise.

A successful candidate for this position is a professional who is highly meticulous, detail oriented, and has excellent organizational skills. They utilize good judgement and demonstrate a sound business acumen with the ability to critically listen, easily discern information, and implement direction. They are able to disseminate information clearly across all levels of the organization. They are a proactive, self-motivated quick learner who will make a great addition to the Cyber Strategy and Planning team. KEY JOB DUTIESDeveloping and Executing Cyber Strategy:
  • Collaboration and communication with department leadership and technology staffs
  • Strategy document writing and dissemination
  • Maintain ISPO website content is up to date and refreshed regularly
  • Assist with briefing drafts
  • Tracking of all ISPO procurements
Policy Planning and Design:
  • Coordination with technical subject matter experts
  • Drafting of policies
  • Tracking changes and dissemination of policies
  • Coordination of annual policy review
Security Training and Education:
  • Coordinate annual security awareness training using training platform
  • Plan and execute monthly security training topics
  • Ensure on-demand security training is available
  • Coordinate phishing campaigns and tabletop exercises
  • Ensure ISPO staff technical training
Security Metrics and Reporting:
  • Develop metrics to support annual strategy goals
  • Coordinate across ISPO branches for metric collection
  • Develop reporting mechanisms for multiple audiences

SALARY $68,390 - $104,000 annually. Candidates may be hired above the minimum depending upon qualifications. A comprehensive benefits package is offered which includes traditional pension with employer and employee contributions; choice of medical HMO, PPO, or HSA/HDHP plan; wellness incentive of up to $720 annually; dental; vision; life insurance; long-term disability; 401(a) and 457 plans; medical enrollment includes a monthly $150 City contribution to a Post-Employment Health Plan; blight rail pass; tuition reimbursement program; paid time off includes 11.5 paid holidays, 12 vacation days, and 15 sick days and personal leave days. MINIMUM QUALIFICATIONS
  • Two years of professional level experience providing technical support for system infrastructure and/or software;
  • Plus one year working in a large-scale environment and supervising highly technical staff.
  • Bachelor’s degree in computer science, math, electronic systems engineering or a related technical field;
  • Or four years of technical experience in electronics, radio frequency, or telecommunications engineering, plus a bachelor's degree in electrical, electronics, or telecommunications.

PREFERRED QUALIFICATIONS – The minimum qualifications listed above, plus:
  • Minimum three years of experience with advanced Microsoft tools including Project Web Application, Power BI and SharePoint.
  • Minimum of three years of experience as a system administrator.
  • Other leading nationally recognized information security certifications.
