Division Objective

Administrative Services Division ensures that activities related to finance, human resources, information technology, procurement, grant management, compliance, and risk management are performed effectively and efficiently. The primary goal of administrative services is to direct, control and supervise the support services of the organization to facilitate its success by ensuring free flow of communication, compliance with various federal, state, and local polices, and efficient use of resources throughout the organization.

Job Purpose of a Human Resource Technician

Under direction of the Human Resource Manager, this position is expected to provide a wide variety of professional level support to the Human Resources team.

Essential Functions & Responsibilities

HR Services Delivery

Recruitment: Act as backup to the Human Resource Specialist by responding to manager, applicant, and employees about job postings. Assist with job postings to external websites and prepare quarterly recruitment reports.

Benefits: Coordinate and manage the benefit of the month for Transit Voice. Prepare the Open Enrollment documents every April based on the changes for the calendar year. Audit and update the Access Perks and other subscription benefits.

Training: Assist with Employee orientation and PowerPoint material management. Update and track all training performed during the Fiscal Year per Federal Transit Administration (FTA) guidelines.

Workplace Culture: Research and administer retention programs.

Act as Backup to Mountain Line Wellness Coordinator: Manage the Wellness portal by auditing reports for hires, termination, or event participation. Create flyers, encourage, and employee outreach, distribution of prizes, etc. Provide support in the preparation of agendas, and minutes distribution.

HR Administration

Human Resource Management System (HRMS): Act as the system expert and create Inflection How To so employees can be system knowledgeable.

Prepare years of service certificates, issue recognition catalog, and manage incentive program.

Assist with employee satisfaction survey results, reporting, etc.

Responsible for the employee file maintenance per the retention policy.

Prepare quarterly recruiting and turnover reports

Prepare a variety of spreadsheets, records, and other duties as assigned.

Prepare HR related databases, worksheets, and presentations/reports, creating templates for consistent and efficient reporting in future

Research and advise HR team on best practices, policies and procedures. Create and edit procedures to reflect best practices and Mountain Line processes

Perform a variety of support functions for the HR team members and other HR clerical duties as assigned

Prepares Workers Compensation Rights and Responsibilities letters to employees

Maintains all Human Resource Letterheads and forms including offer letters, discipline, and other templates.

Develop forms, letters, and scripts as directed by the HR Specialist and HR Generalist and as approved by legal counsel
