ICF seeks a Special Projects Analyst to support the Child Welfare Capacity Building Center for States (http://www.icf.com/clients/social-programs/center-for-states-child-welfare-race-equity) (the Center) program with the Children’s Bureau. The goal of the Center is to support and enable child welfare agencies across the country to build on and expand their capacities to serve their communities and to keep children safe and families strong. The Special Projects Analyst will help ensure the achievement of contract deliverables through the management and troubleshooting of assigned project work that may involve a variety of Center deliverables and work group support across all Center functional areas. The successful candidate has broad knowledge of project management that can be applied to deliverables such as product development, events, and other workgroup support. This is an immediate full-time benefits eligible position.Key Responsibilities:Establish a “shoulder-to-shoulder” working relationship with assigned project leads and carry out project manager responsibilities as a key team member.

Support assigned project leads in any needed planning activities, including visioning and charter development.

Support assigned projects lead in budget monitoring over the course of the project and be prepared to lead budget development and budget oversight discussions as a critical part of the work.

Develop team agendas with assigned project leads and as appropriate, lead portions of project team meetings.

Establish communication plans appropriate for the complexity of the project that manage both external and internal communication needs.

Utilize appropriate project management tools to support the ongoing work of the project team and to identify any potential risks and corresponding solutions to keep the work on time and within budget and scope.

Schedule regular project meetings and provide regular updates to the project schedule and assigned tasks to maintain project flow and ensure deliverable completion.

Provide leadership across the project in innovation and problem solving.

Collaborate as part of a project team to ensure that the expertise, skills, and relationships of Center SMEs, consultants, and other staff are leveraged efficiently.

Work with assigned project leads on any update meetings or materials needed for the Children’s Bureau or other external stakeholders.

Maintain project documentation using an electronic workspace that is accessible to all team members. This includes meeting minutes, work plans, written deliverables, and/or any other relevant project materials.

Contribute to the body of knowledge available about project management in a child welfare environment.

Provide feedback about challenges and successes and troubleshoot any barriers encountered within the assigned tasks.

Engage in recognizing team and individual successes as part of projects and make efforts to keep team members’ direct supervisors informed of any such activities whenever appropriate.

Basic Qualifications:

Associates/Bachelor’s degree in social work, public administration, or related field.

3+ years of professional project management experience.

Demonstrated ability to build and maintain strong stakeholder and partner relationships, including balancing multiple perspectives/needs.

Preferred Skills/Experience:

Project Management Professional or equivalent certification

Client relationship management, staff supervision, and budget management in a contract consulting environment.

At least 2 years of experience in training and technical assistance (T&TA) and/or capacity building provision in a human services field, preferably child welfare.

Demonstrated, outstanding level of professionalism in providing administrative support, including ability to exercise good judgment, discretion, tact, and diplomacy.

Proficient with MS office applications (i.e., Word, Excel, and PowerPoint).
