Definition: Under the direction of the Weatherization Program Manager and Energy Assistance Coordinator, is responsible for a variety of tasks and responsibilities related to weatherization and energy assistance intake, waiting list maintenance, client education, client file maintenance.

JOB DESCRIPTION

Weatherization Functions:

Process weatherization applications and place on waiting list

Prioritize and oversee waiting list

Import Energy Assistance client data into Weatherization waiting list

Weatherization Plus Health Client Education and Assessment

Maintain post weatherization audit files

Outreach appointments and client education for weatherization and energy assistance

Performs other duties as needed or requested by supervisor

Energy Assistance Functions:

Meet with clients to provide energy assistance; Screen for eligibility; Make referrals as needed

Data entry for all energy assistance services

Review and certify applications

Maintain client Files

Assist in maintaining contact and professional relationships with vendors

Ability to answer questions regarding energy assistance and weatherization programs; Ability to explain guidelines and procedures

Complete data reports for the Avista Low Income Rate Assistance Program

Outreach appointments and client education for weatherization and energy assistance

Performs other duties as needed or requested by supervisor

Other Duties Assigned:

Serve as back up Food Intake as needed.

Serve as back-up Receptionist as needed.

Represent CAC and energy assistance program at public meetings, program trainings, and other events as requested

Participate in required trainings

Upkeep of Energy Assistance/Weatherization Website Page & Social Media

Marketing of Energy Assistance Programs

Other duties as needed

MINIMUM QUALIFICATIONS

Knowledge Of:

Sensitivity to the challenges and needs of the low-income population, including barriers which block their achievement.

Knowledge of business English, writing, grammar, punctuation, spelling and other writing skills.

Knowledge of computer spreadsheet and word processing programs.

Case management techniques including but not limited to: client assessment methods, intervention strategies, client advocacy and use of an empowerment model and strengths perspective in working with clients toward self-sufficiency.

Ability To:

Communicate with people from all social and economic backgrounds.

Work as an effective team member with other staff in the agency.

Analyze situations and adopt effective courses of action.

Initiate own work projects and work independently.

Work well under pressure, maintain professional and ethical conduct in working with individuals and families seeking services.

Ability & Willingness to travel throughout Whitman County to serve clients. Travel may also be required for trainings.

Ability to work on a schedule that rotates both in-office and remotely.

Required Education & Experience:

Bachelor’s degree from an accredited college or university with specialization in social work, human services, education, or closely related field

OR

Associate degree in related field and two years’ experience

OR

High School Diploma/GED and four years’ experience

Required Certifications & Licenses:

Valid Driver’s License

Auto insurance in the amount required by the State of Washington

Acceptable completion of a criminal history background check
