DESCRIPTIONAbout the PositionThe Program Services Coordinator (PSC) is a key resource supporting program delivery in assigned divisions of Health & Human Services by understanding internal and external procurement, contracting and governance processes in a regulatory environment; connecting program staff and management to resources; highlighting potential issues and presenting well-formed recommendations. This position is a member of the Contracts team that connects H&HS divisions to our broader administrative systems, and will work across systems such as our anti-poverty programs and shelter, as well as internal support services such as quality improvement and H&HS administration. H&HS subcontracts with local non-profit agencies and other providers to deliver key community initiatives and projects designed to address a variety of community needs. Responsibilities include administering the insurance and new vendor system, contract development, vendor relations with a variety of community based programs, and collaborating with governmental funding partners to monitor and advise subcontractors to ensure compliance with state and federal rules and regulations. The PSC provides technical assistance to contractors through on-going communication, site visits and program monitoring. Successful candidates will develop an understanding of programmatic goals and help program management map a course to achieve those goals through good stewardship in contracting and strategic thinking. Competitive candidates will demonstrate knowledge and experience navigating administrative processes, excellent problem-solving and solution-focus, and exercise political savvy, strong critical thinking and communication skills, and advise on initiatives both big and small in partnership with division managers. The PSC is often the manager's guide about who they need to consult and who can help in other departments such as Risk, County Counsel, County Administrator’s Office, etc. About the DivisionThe Lane County Health & Human Services (H&HS) Administration Division provides leadership and supportive services to the other seven divisions of H&HS, coordinating an integrated system of health and human services. The division is responsible for providing department wide leadership, strategy, contracting, personnel, and fiscal services. The Administration Division has a significant emphasis on supporting H&HS staff and supervisors in the service and delivery of their programs. Competitive candidates for our team will demonstrate a strong customer service focus with exceptional communication skills and be able to work both independently and as part of a team. They will be flexible, adaptive, and drive innovation through process improvement. Bachelor's degree from an accredited college or university with major course work in public administration, community and/or human services, business administration or a related field.
Experience:
Two years of increasingly responsible experience in community and/or human services planning, development and evaluation.
An equivalent combination of experience and training that will demonstrate the required knowledge and abilities is qualifying.Special Requirements:
Experience with contract administration, including negotiating budgets and scopes of work; writing contract documents including IGAs and MOUs; monitoring contract compliance and administering and tracking corrective action plans; and conducting subcontractor risk assessments. Knowledge of federal, state and local regulations related to contracting.
Experience with procurement, including RFPs, RFQs and sole-source procurements; includes Knowledge of federal, state and local procurement law. Vendor and subcontractor development, including outreach to potential new vendors/subcontractors and supporting new and/or smaller vendors/subcontractors in meeting Lane County's administrative requirements.
