The Procurement Strategy & Business Intelligence (PSBI) team operates within the Government & Public Services (GPS) Contracts team to provide a variety of services to support the growing government practice. The Procurement Compliance Manager sits in the Policy & Compliance team providing expertise on Government procurement regulation, supply chain, and subcontracting.Recruiting for this role ends on September 8th, 2024Possesses a deep knowledge of Federal Acquisition Regulations, and commercial contracting principles. Demonstrates expert proficiency in managing personal portfolio and advising account teams on contracts administration matters. Serves as a business advisor to account teams on all facets of Federal contract administration activities and handles complex/strategic high value sub-contractual matters that have a direct impact on Firm revenue generation and retention. Practices independent judgment and analysis of significant issues and identifies resolutions. Provides advisory level subcontracts support to account leadership that shapes and strengthens win strategies on Federal engagements. Perform strategic subcontract negotiations and ensure completion of various subcontract projects. Connects with the strategic subcontracts companies and keep collaborative relationships with the companies.Reviews and analyzes subcontracts matters to ensure that they are understood and to inform team's strategy. Attention to details and ability to work collaborative with multiple teams on many items is essential. Compiles and analyzes subcontract related data, enters data in multiple internal databases; and maintains historical information and documentation.Proactively identifies and analyzes subcontracting issues, solving standard/routine subcontract activities. Keeps teams fully informed on all subcontract standards, plans and policies. Develops and maintains subcontract files in accordance with applicable governmental regulations and Deloitte's procurement policies and practices. Ensures the timely filing and reporting of subcontract data entry into various systems and monitoring of data updates.Ability to effectively and persuasively communicate and collaborate with peers, internal leadership, and clients. The Manager will primarily work across Defense Government programs.Recruiting for this role ends on August 31st, 2024Work You Will Do:The Procurement Compliance Manager uses procurement knowledge to support the linkage of compliance and quality assurance to ensure that GPSC operations are carried out in a consistent and compliant manner thereby facilitating business growth. In addition, the Procurement Compliance Manager assists in the development of GPSC body of knowledge related to Public Sector acquisition policy, procedures, and guidance. Works closely with contracts compliance to develop an integrated program of compliance and training activities and, in conjunction with Policy & Compliance leadership, support configuration management of GPSC procedures.
Guides and coordinates proposals and award activities for assigned subcontracts.
Ability to provide guidance to internal teams relating to all phases of the subcontract lifecycle is essential.
Independently conducts reviews of complex subcontract actions in all phases of the subcontract life cycle - develops and implements tactical action plans to address risks and opportunities.
Proactively provides support to the development, review, and negotiation of subcontracts, modifications, subcontractor NDA and teaming agreements consistent with company policies.
Responsible for compliance and accuracy of the subcontracts administration for assigned portfolio.
Reviews Federal solicitations and provides support for Subcontractor Requests for Proposals
Prepares documentation for inclusion in Deloitte proposals in response to Subcontractor pricing, narratives, and consent requirements.
Develops skillset and knowledge to serve as a domain expert on selected areas related to federal subcontracts and acquisition Serves as the group SME for a selected acquisition/subcontracting topic.
Monitors assigned subcontracts portfolios (to include pipeline and contract performance) to identify risk areas and opportunities to maximize revenue creation and retention.
Manages individual workload to ensure the timely and compliant accomplishment of project deadlines and completes accurate internal and external client deliverables.
Collaborates with other enabling areas to address complex subcontracts administration and proposal challenges.
Accurately and timely performs subcontract data entry into various systems and monitors data updates.
Resolves discrepancies related to contract documents and ensures data quality and accuracy.
Tracks and communicates the keys issues and status of contracts portfolio relative to subcontract requirements.
Organizes documentation and filing in accordance with policies and procedures.
Completes negotiations of complex and/or non-standard subcontracts, TAs and NDAs and other agreements.
Actively shares lessons learned to facilitate knowledge sharing within team and larger organization.
Performs other job-related duties as assigned.

8 plus years of professional subcontracts administration experience
Bachelor's degree (preferably Accounting, Finance, or Business
Experience with the Federal Acquisition Lifecycle
Experience managing multiple contract types (e.g. T&M, FFP, FFP/LOE, CPFF, CPIF, CPAF,) and solicitation types (e.g. FAR Parts 8 and 16).
Ability to travel 10%, on average based on the work you do and the clients and industries/sectors you serve
Must be legally authorized to work in the United States without the need for employer sponsorship, now or at any time in the future.
Preferred Skills:
Secret Clearance
CPSR experience
Experience supporting Department of Defense subcontracts
Advanced degree and/or master's certificate NCMA: CFCM, CCCM, or CPCM.
Deep knowledge of Federal (FAR) Contracting regulations or policies, depending on account Contracting regulations.
Experience working with either Federal government procurements.
Demonstrated desire for continuous professional growth.
Strong consultative and communication skills.
Demonstrated ability to work effectively, collaboratively, and independently with teams in a demanding executive level work environment.
Demonstrated Proficiency with MS Outlook, Excel, and PowerPoint.
The wage range for this role takes into account the wide range of factors that are considered in making compensation decisions including but not limited to skill sets; experience and training; licensure and certifications; and other business and organizational needs. The disclosed range estimate has not been adjusted for the applicable geographic differential associated with the location at which the position may be filled. At Deloitte, it is not typical for an individual to be hired at or near the top of the range for their role and compensation decisions are dependent on the facts and circumstances of each case.
