DescriptionThe Planning and Development Department (PDD) is seeking a Project Manager Analytics Specialist 4 (“Senior Project Manager-Urban Analytics”) for geographic information and data analysis with an enthusiasm for utilizing both demographic and geographic information to help the department make informed, planning-related decisions and recommendations around neighborhood revitalization strategies, city-wide priorities and other issues as needed.This position will report to the Department‘s Chief of Staff, and serve as the Department’s keeper of data, maps, and other pertinent geographic and demographic information that helps the Planning department and its partners make informed decisions.The Project Manager Analytics Specialist 4 is responsible for supporting initiatives established by the department. S/He assist with the development and implementation of departmental goals and initiatives. The Project Manager Analytics Specialist 4 possesses expertise in data analysis and the ability to work with advanced levels of data analytics. S/He drives change and process improvements. The position of Project Manager Analytics Specialist 4 is focused heavily on managing a wide range of projects involving data collection, production, and dissemination relating to strategy, planning, and organizational effectiveness efforts. Examples of DutiesThe major functions performed by the Project ManagerAnalytics Specialist 4 include the development of data and the subsequent analysis and application of the results. S/He work with internal data users and managers to develop and implement initiatives based on this research. The Project Manager Analytics Specialist 4 must display a highly developed skill set in the identification of data and the resulting application of project analysis and change initiatives.As neighborhoods evolve as a result of market forces and the implementation of new programs and policies, this position will work with City departments to gather data and support a data-driven, decision-making framework for the administration and various boards and commissions who partner with PDD. In addition, this position will incorporate new data sources, such as the 2020 Census.Specific duties will include:

Develop and maintain a robust data and mapping function for the Department; identify and implement best practices for mapping and data analysis processes

Launch and manage a comprehensive effort to catalog existing data sources critical to planning and development functions

Identify gaps in existing data; formulate and implement recommendations to fill those gaps

Work with City GIS teams in DoIT to create a comprehensive, regularly updated and transparent catalog of maps to inform any level of planning & development decision-making based on multiple demographic factors

Utilize new data obtained through efforts including the 2020 Census and street-level canvassing to analyze and identify new trends in resident behavior and neighborhood change/growth

Work with PDD staff on recommended updates to the City’s Master Plan of Policies; support other PDD initiatives as needed

Analyzes data from a variety of database sources and formats for research, systems, and report design.

Assists stakeholders in understanding generated reports, outputs, and operational interfaces, and counsels them on their use, and in finding ways to be used to improve their functionality.

Assists with the implementation of organizational goals, initiatives and plans.

Develops and implements initiatives to improve work processes.

Drives fact-based decision making at all levels within the organization.

Drives process improvement initiatives, including automation, on the processes/tools used to increase the capability and efficiency of reporting efforts.

Investigates and analyzes complex proposed departmental reorganizations of City departments.

Manages project development and execution from inception to closure.

Minimum QualificationsEducationA Bachelor's degree with major in data analytics, project management, business, management, or a related field is required. A master’s degree in GIS, Geography, Urban Planning or related disciplines is preferred.ExperienceA minimum four to five (4-5) years of years of project management or data analytics experience required. Preferred

4-5 years of direct experience utilizing geographic and/or demographic data to inform decision-making

A willingness to work with external stakeholders and/or community members as needed

Strong proficiency with database systems and analytics software including, but not limited to ArcGIS Online, Salesforce, and Smart-sheets

Experience in developing maps used for planning purposes

Strong graphic design skills preferred

Excellent verbal and written communication skills

Strong multitasking, time-management, and other organizational skills

Strong attention to detail

Proactive approach to recommending new or revised recommendations for data-based decision-making.

Demonstrated ability to collaborate and lead team efforts to successful outcomes; proven experience working independently and collaboratively

Proficiency with Microsoft Office (Word, Excel and PowerPoint), Outlook email and calendar systems

Demonstrated experience in successfully navigating political and organizational issues and sensitivities
