Senior IT Business Analyst (Project Initiation)

We are looking for

• Participates in the demand management process to assist the business in establishing business cases, scope, and requirements relating to requests for new systems or existing system changes.
• Primarily support IT acquisition of products or services.
• Consults with project teams and architects to identify currently known solutions or performs market research.
• Gathers information/documentation from vendors or contractors.
• Translates business needs into requirements and functional/non-functional specifications.
• Gather, clarify/define, and document scope, business scenarios, workflows, requirements, etc.
• Conduct interviews, workshops, and JAD sessions.
• Analyzes and validates business requirements and processes, identifies opportunities for process enhancement to benefit the Department, identifies gaps in information.
• Uses a structured process to define priorities and opportunities and/or works with stakeholders to define the minimum viable product (MVP) and options for improvements via subsequent phases
• Produces required work artifacts.
• Communicates and presents client’s business requirements to implementation teams.
• Creates systems models, specifications, diagrams, and charts to provide direction to developers and system architects.
• Works with the team to define acceptance criteria or other metrics/performance goals for the system.
• Provide estimates and target dates for task completion for incorporation into project schedules or work tickets.

• BS/BA in a relevant discipline (Computer Science, Information Systems, Engineering, etc.).
• IT business analysis work experience in software development, project management, or technology implementations/support.
• Experience with Microsoft Office Professional, including Visio.
• Experience with data and business process analysis.
• Experience in developing statements/scope of work for contracting and procurement.
• Work experience in reviewing software license, service, or support level agreements.
• Experience with procurements or solicitations.
• Strong analytical/technical skills, able to provide impact/risk assessments.

• Strong written communication skills with the ability to prepare presentations and write scope/specifications for procurement/contracting.
